MacDonaldThe principle of consultation with recognised associations of Colonial civil servants is one with which I am in sympathy, and is already recognised in various parts of the Colonial Empire. Its extension in practice must no doubt be governed by local circumstances, but I am quite prepared at any time to consider any concrete proposals which may be made in connection with any particular colony.
