37. Mr. Davidsonasked the Secretary of State for Scotland how many of the recommendations contained in the report of the Poor Persons' Representation (Scotland) Committee, submitted in March, 1937, are now in operation?
§ Mr. ColvilleMost of the recommendations of the committee referred to would require legislation, and, as stated in reply to a question by the hon. Member yesterday, I am not yet in a position to make a statement on the subject. In the meantime, such action as is practicable is being taken administratively to promote efficiency within the limits of the existing law and practice.
Mr. DavidsonWill the right hon. Gentleman bear in mind that the legal profession, who received this evidence, considers that this question calls for immediate attention? Is he further aware that the evidence showed that small legal firms are making exorbitant charges on poor people with regard to those cases, and will he take the matter in hand immediately?
§ Mr. ColvilleAs I said, it would require legislation. I am anxious to get the greatest possible measure of agreement in the event of legislation being proposed. I am pursuing inquiries.
Mr. DavidsonWill the right hon. Gentleman bear in mind that this has been going on since March, 1937?
