asked the Secretary of State for War the deficit on the recruiting establishment for the Territorial Army as at the last convenient date; and in what way is it proposed to increase the proficiency bounty and/or extend the marriage allowances for married men who attend camp?

The Secretary of State for War (Mr. Hore-Belisha)

On 1st October the Territorial Army was deficient of 144 officers and 14,874 other ranks, compared with 1,359 officers and 44,824 other ranks on the corresponding date last year. Married men of the Territorial Army who attended camp this year or were called out during the crisis received for the first time the benefit of the new scheme of family allowance promulgated in April last. No change has been made in the proficiency grant.

As a stimulus to recruiting, will the right hon. Gentleman make an early statement as to what the Government propose to do to improve service conditions?

I have previously given a whole list of improvements in the conditions.

Does not the splendid increase in recruiting show that the country fully appreciates the improvements in the Territorial Army which my right hon. Friend has introduced; and will he continue the good work?
