1762 This was inserted in order to meet the point raised by the hon. Member for Dundee (Mr. Foot) and the hon. Baronet the Member for Berwick-on-Tweed (Sir H. Seely). It was represented by them and by others that a certain amount of elasticity was desirable because the conditions for the distributive trade were not the same in every part of the country. The effect of the Amendment is to enable the various matters that are to be determined by the scheme to be determined in relation to different areas of the country.
