67. Mr. Rhys Davies

asked the Minister of Health the reasons which induced him to allow the same capitation fee to panel doctors under the national health insurance scheme in respect of insured persons between 14 and 16 years of age, when no medical certification is necessary, as is paid from 16 and upwards when medical certificates are issued, whilst at the same time allowing only 1s. 9d. per annum to approved societies by way of administration expenses in respect of these younger persons when 4s. 6d. per annum is regarded as reasonable to cover those over 16 years of age?

This matter was recently examined by a court of inquiry, and the fee fixed was in accordance with their recommendations.

Is it not a fact that the right hon. Gentleman offered terms very much below those mentioned in the question, and has he not succumbed to the demand of the doctors for better terms?

No. This matter was investigated by a court of arbitration.

Does the right hon. Gentleman know that the medical profession are spending large sums on pasteurisation propaganda? It is their own money, and does not fall on anybody else.

Is the right hon. Gentleman aware that this sum is not sufficient for the work done, and will he revise it?
