asked the Postmaster-General whether he will now extend to charitable institutions the benefits of the reduced telephone rentals now charged to private residences, thereby encouraging the said institutions in the same manner as the Treasury in allowing them a rebate of Income Tax?

The residence rate for telephone service is intended to apply only to private residences where the telephone is used for domestic and social purposes. The extension of this rate to charitable institutions would involve a substantial loss of revenue in the aggregate, and, much as my right hon. Friend sympathises with the work of such institutions, he regrets that he could not agree to the proposal.
