7. Mr. Ellis Smith

asked the Prime Minister whether it is the intention of the Government to suggest that the van Zeeland Report should be adopted as a basis for discussion at the next session of the Council of the League of Nations; if so, whether it is intended that all the large Powers should be included in any consultations; and whether the economic organisation suggested will be organised by the League machinery?

Discussion by the Council of the League is not the means suggested by Monsieur van Zeeland for exploring the prospects of agreement on the lines of his report, and I do not think that any purpose would be served by adopting this method. The second and third parts of the question do not, therefore, arise.
