§ The Prime Minister (Mr. Chamberlain)Discussion by the Council of the League is not the means suggested by Monsieur van Zeeland for exploring the prospects of agreement on the lines of his report, and I do not think that any purpose would be served by adopting this method. The second and third parts of the question do not, therefore, arise.
