asked the Secretary of State for the Colonies whether he is aware of the necessity for a reconstitution of the Jamaica judiciary to cope with the legal business of a population which is litigious by nature and has greatly increased in numbers; and whether he will take up the matter with the Jamaican Government?

I understand that a memorial on this subject has been prepared. In accordance with the usual procedure, it will be forwarded to me by the Governor with his observations. I will then give the matter my consideration.
