asked the Secretary of State for War in which colonies or protectorates there are at present self-aided parties of Royal Engineers and /or Royal Artillery officers employed on survey work?

The Financial Secretary to the War Office (Sir Victor Warrender)

In British Guiana, Jamaica and Malaya. There is also a Royal Engineer survey party working in Iraq.

Is it intended to increase the activities of the parties who work with the Royal Engineers?

These services could be increased if the supply of officers was available.
