§ The Minister of Agriculture (Mr. W. S. Morrison)The initiation of schemes for 830 the improvement of fishing harbours in England and Wales rests with the local harbour authorities, or other appropriate local bodies, and the functions of my Department in relation to such schemes are limited to advising the Development Commission in those cases where application is made for financial assistance from the Development Fund, and general supervision of the carrying out of schemes approved for grant or loan.
