§ 1. "That a number of Air Forces, not exceeding 83,000. all ranks, be maintained for the Service of the United Kingdom at home and abroad, exclusive of those serving in India, during the year ending on the 31st day of March, 1939."
§ 2. "That a sum, not exceeding £10,175,000, be granted to His Majesty, to defray the Expense of the Pay, etc., of the Royal Air Force at home and abroad, exclusive of those serving in India, which will come in course of payment during the year ending on the 31st day of March, 1939."
§ 3. "That a sum, not exceeding £3,800,000, be granted to His Majesty, to defray the Expense of Works, Buildings and Lands, including Civilian Staff and other Charges connected therewith, which will come in course of payment during the year ending on the 31st day of March, 1939."
§ 4. "That a sum, not exceeding £42,631,000, be granted to His Majesty, to defray the Expense of Technical and Warlike Stores (including Experimental and Research Services), which will come in course of payment during the year ending on the 31st day of March, I939."
