asked the Minister of Transport whether, in view of the inefficiency of the brakes on some of the older vehicles circulating on the roads, he will consider a scheme whereby drivers will be expected to carry quarterly, or half-yearly, brake efficiency certificates issued by reputable garages in different parts of the country in order to show that their brakes have been periodically tested and found in good order?

No, Sir. Great difficulties would be involved in a scheme of this kind and there is no evidence that it would have any appreciable effect on the number of road accidents.

Is my hon. and gallant Friend satisfied that the braking efficiency of cars, generally speaking, and especially the older cars, is satisfactory?

Last year, out of 6,300 fatal accidents, only 38 were attributed to failure of brakes.
