asked the Chancellor of the Exchequer whether he will consider instituting legislation to set up a national authority to administer relief funds connected with industrial and kindred disasters with a view to providing a uniform scale of payments to dependants, and so that all unused balances may be pooled for this purpose?

I am afraid that the hon. Member's suggestion involves a number of difficulties which render it impracticable.
