68. Mr. Benjamin Smith

asked the Minister of Transport whether, in view of the divergence of opinion concerning the usefulness of the barrier erected at the western end of Cheyne Walk, Chelsea, it is his intention that the various interests concerned should be given the opportunity of expressing their views at a public inquiry?

Mr. Burgin

I have no jurisdiction which would warrant my holding an inquiry into this matter.

Mr. Smith

Is not the right hon. Gentleman aware that this barrier extends for 5o per cent. of the road and surely he has some means of negotiating with the local authority on the matter?

Mr. Burgin

"Local government" means that local authorities have powers in their own areas. This barrier has been erected by the Chelsea Borough Council, and I am afraid it is a matter for them.
