asked the Secretary of State for Scotland when the new Scottish offices on the Calton Hill, Edinburgh, will be completed and ready for occupation?

Mr. Wedderburn

It is expected that these offices will be completed and ready for occupation in August, 1939.

Mr. Mathers

How are we to interpret the statement by the Secretary of State for Scotland with regard to the better arrangements for the government of Scotland, which he linked up with the opening of these offices? Will those new arrangements come into force whenever these offices are occupied?

Mr. Wedderburn

If the hon. Member is referring to the Gilmour Report, I suppose that any action arising from that would have to be taken in such time as to be ready for the completion of these buildings.

Mr. Davidson

Will the occupancy of these buildings confer any power of self-government upon the officials?

Mr. Wedderburn

The officials have no power of self-government.

Mr. Davidson

Will the Under-Secretary inform the correspondent of the "Daily Record" of that fact?
