26. Vice-Admiral Taylor

asked the Prime Minister what is the Government's considered view with regard to the status of territorial waters; and what steps he is taking to get other Powers to agree with this view?

Mr. Butler

The territorial waters of a country are considered as being within its exclusive jurisdiction subject to certain rights of passage. I am not aware of any substantial difference of view in regard to this matter.

Vice-Admiral Taylor

Does not the status of territorial waters remain inviolate both in peace-time and in wartime?

I do not quite follow my hon and gallant Friend's definition of territorial waters. I have done my best to give my own definition in my original answer.
