Resolution reported, That, for the purposes of any Act of the present Session to enable the Board of Trade to obtain information as to commodities which in the opinion of the Board would be essential for the vital needs of the community in the event of war and to make provision for the maintenance of reserves of such commodities, and for purposes connected with the matters aforesaid, it is expedient to authorise—

  1. (a) the payment out of moneys provided by Parliament of any expenses incurred by the Board of Trade for the purposes of the said Act and of any expenses incurred by the Board before the passing of the said Act for the purpose of creating or assisting the creation of a reserve of any such commodity as aforesaid; and
  2. (b) the making out of the Consolidated Fund of temporary advances to any fund established by the said Act for the purpose of meeting such expenses as aforesaid, but so that any such advance shall be repaid out of the fund to the Exchequer not later than the thirtieth day of September next following the end of the financial year in which the advance was made."
