54. Mr. Ralph Beaumont

asked the Financial Secretary to the Treasury whether he is aware that the recent concession whereby Government employés who are members of the Territorial Army can utilise the special paid leave of a fortnight per annum in whole or in part on courses of instruction instead of for annual camp if they so desire, is not being granted in some of the Government establishments in Portsmouth; whether any Treasury order was issued instructing the authorities to grant this concession if asked for; and, if so, whether he will take steps to see that the order is complied with and the concession granted?

I understand that arrangements have now been completed for the grant of the concession referred to in the Government establishments in Portsmouth which my hon. Friend has in mind. As regards the second part of the question, a memorandum containing detailed instructions regarding a number of matters concerning the conditions of service of Government employés in the Territorial, Auxiliary and Reserve Forces is shortly to be issued. I shall be pleased to send my hon. Friend a copy and will have one placed in the Library.

Why has there been so much delay in the issue of these instructions, considering the concession was made last October or November?
