§ Mr. BurginThe route of the proposed Neath By-Pass was the subject of a public inquiry on 7th December, 1937. Since then discussions have been taking place with the Harbour Commissioners about the site of the bridge over the estuary, but it has not yet been possible to reach agreement with all the objectors. In the meantime it is not possible to proceed with the preparation of detailed plans or with the acquisition of the necessary land. In the circumstances, I am afraid that some considerable time must elapse before the works can be begun.

§ Mr. BurginThe matter very largely depends on the negotiations with the Harbour Commissioners. It is the commissioners who are making difficulties about 3105 the crossing of the estuary. All other objections have, I think, been met.
