32. Mr. Creech Jones

asked the Secretary of State for the Colonies whether he is aware that, in the West Indian Colonies a number of leaders of the working populations are imprisoned; and whether, as a contribution towards allaying the strong undercurrent of discontent, he will release the men concerned?

Mr. M. MacDonald

The prerogative of mercy rests solely with the Governors, and it would be improper for me to intervene in any cases in which sentence has been passed by the Colonial courts.

Mr. Creech Jones

With a view to allaying the unrest in many parts of the West Indies, would the right hon. Gentleman consider by some means or other—extra- constitutional methods, if you like—releasing certain prisoners who are in prison for organising the working class?

Mr. MacDonald

I shall see that the hon. Gentleman's question is brought to the notice of the Governors concerned.

Mr. Riley

Have all the prisoners who were concerned in this matter been brought to trial?

Mr. MacDonald

That question covers, I am afraid, a good many cases, and I could not answer it without notice.
