asked the First Lord of the Admiralty why British naval ratings are given shore-leave at Palma but are never allowed to land at any Spanish Government port?

I would refer the hon. Member to the reply given by my right hon. Friend the First Lord on 25th May to the hon. and gallant Member for Nuneaton (Lieut.-Commander Fletcher).

I have read that answer, and I wish to ask the Minister whether it is not a fact that that answer and the continued orders from the Admiralty show clearly that the present Government in Spain is not bombing civilians, and, therefore, whatever danger there is to members of His Majesty's Forces comes in those places which are liable to be bombed by Italian aeroplanes?
