1. Mr. Arthur Henderson

asked the Secretary of State for Foreign Affairs whether he is aware that no Customs control operates on the wharves at Shanghai except at a few in the French concession; that this has led to smuggling on an extensive scale; and whether His Majesty's Government are taking any action in the matter?
