asked the Secretary of State for Scotland how he proposes to arrange for release of scholars for beneficial employment when the new Education Act comes into operation; whether school management committees will be charged with the making of decisions; and whether he is arranging to secure uniformity between schools under the same authority and between different authorities?

Mr. Elliot

The duty of granting certificates for beneficial employment is as the hon. Member will be aware placed by statute on the education authorities. The Scottish Education Department is about to issue a circular dealing with the numerous questions of procedure that will arise, and drawing particular attention to the matter referred to in the last part of the question. I shall be glad to send the hon. Member a copy of this circular as soon as it is available.
