§ Sir J. SimonIt is contrary to usual practice to publish a White Paper on the proceedings of meetings of the Council of the League. The minutes of the Council meetings and the report and minutes of the Committee of Twenty-Eight on the application of the principles of the Covenant will, however, appear in the Official Journal of the League of Nations, and steps are being taken to make available copies of the document in the Library of the House.
