13. Mr. Gordon Macdonald

asked the Secretary of State for Foreign Affairs whether he intends to present a report of the proceedings at the recent meeting of the League of Nations Council in the form of a White Paper; and whether the report of the special committee on the application of the principles of the Covenant will be placed in the Library?

It is contrary to usual practice to publish a White Paper on the proceedings of meetings of the Council of the League. The minutes of the Council meetings and the report and minutes of the Committee of Twenty-Eight on the application of the principles of the Covenant will, however, appear in the Official Journal of the League of Nations, and steps are being taken to make available copies of the document in the Library of the House.
