asked the Under-Secretary of State for India (1) what is the present state of the negotiations for the entry of the Indian native States into the Federation; in how many cases agreement has been reached on the Instrument of Accession; and whether he is considering the production of a revised draft Instrument of Accession for final consideration by the Princes?

(2) whether he can make any statement on the negotiations with the Princes of Hyderabad, Travancore, Cochin, and Baroda; whether they are now prepared to enter the proposed Indian Federation; and upon what terms?

Progress is being made in the revision of the general clauses of the draft Instrument of Accession with a view to its further consideration by the Princes. As regards the negotiations with the Princes, my Noble Friend has at present nothing to add to the information which was given on 1st November last in reply to the hon. Member for the Don Valley (Mr. T. Williams) and on 6th December last in reply to my hon. Friend the Member for Woodbridge (Mr. W. R. Taylor).

When these Instruments of Accession are finally agreed upon, will they be placed upon the Table of the House; and, further, when they are agreed upon, will they be communicated to the Ministers of the various Provincial Governments in India?

I must ask the hon. Member to put down questions on those specific points, but, so far as I know, the answer to the first part of the question is in the affirmative.
