§ Earl WintertonI do not think the Secretary of State has any constitutional powers under the Government of India Act to do so. This matter under the 1502 Government of India Act is strictly within the competence of the Provincial Governments.

§ Earl WintertonNo, Sir; I am afraid the hon. Member is incorrect in his description of the constitutional position. It is clearly laid down in the Government of India Act.
