asked the Minister of Labour whether the town of Oldham, with 9,269 workers unemployed out of a total population of 130,000, will be able to take advantage of the loan facilities shortly to be provided by the Government for the establishment of new industries?

I cannot anticipate the proposed legislation. I would, however, remind my hon. Friend that the county borough of Oldham already forms part of an area to which Section 5 of the Special Areas (Amendment) Act, 1937, has been applied.
