§ The Secretary of State for War (Mr. Hore-Belisha)The Territorial field units in Stoke-on-Trent and North Staffordshire as a whole are over establishment. The searchlight battalion was at the end of November slightly under establishment, and has an adequate supply of training equipment. It is not possible to say where any given unit will be used in war.
