13. Mr. Westwood

asked the Secretary of State for Scotland how many authorities in Scotland have made by-laws under Section 70 of the Housing (Scotland) Act, 1935?

Mr. Colville

Eleven authorities have made by-laws under this Section. In addition 28 authorities have in operation by-laws made under the corresponding Sections of the Housing (Scotland) Act, 1925, which continue to have effect in so far as they could have been made under the 1935 provision.

Mr. Westwood

Is the right hon. Gentleman satisfied with the progress that is being made by local authorities in Scotland with these by-laws, to enable them to have decent housing accommodation, as regards houses maintained by private enterprise and even those which have been re-conditioned?

Mr. Colville

I think there is room for improvement, but I may add that 88 local authorities have intimated that they are adopting by-laws which will be submitted for confirmation by the Department. Of course, the hon. Member knows that model sets of by-laws have been issued by the Department.
