Friend, before he comes to a decision as to how to improve housing conditions at Newlyn, which are generally agreed to be bad, satisfy himself that he has considered every possible means of effecting this improvement without involving poor owners of cottages in hardship or impairing the celebrated beauty of Newlyn, so that it may never appear as unromantic as Bilston?
