HC Deb 15 November 1937 vol 329 cc12-3
22 and 23. Mr. Ellis Smith

asked the Minister of Agriculture (1) whether he has given consideration to the resolutions passed at the annual conference of the National Allotment Society in June; and is it proposed to introduce legislation or regulations relating to allotments in order to secure production and organisation more in harmony with present-day needs and with a view to giving more encouragement to gardeners and allotment holders;

(2) whether he will introduce legislation or issue regulations in order to give security of tenure to all recognised allotment holders?

The Minister of Agriculture (Mr. W. S. Morrison)

I have given careful consideration to the resolutions referred to, and while I have no authority to snake regulations giving security of tenure to allotment holders, I am prepared to consider any action within my existing powers in regard to the maintenance and extension of the allotments movement. I fear, however, that having regard to the amount of legislation to which the Government are committed, there may be no possibility of introducing legislation dealing with allotments this Session.

Mr. Smith

In view of the insecurity of allotment holders, will the Minister be prepared to issue a circular to local authorities advising that the maximum amount of security possible should be given to allotment holders?

Mr. Morrison

I will consider that, but I do not know whether it is within my power. I have certain powers on this matter and I am anxious to exercise them to the full for the benefit of allotment holders. If the hon. Member has any case in which he thinks I could assist, I shall be very glad to hear from him.

Mr. R. Acland

Will the right hon. Gentleman try to get that suggestion into the programme of legislation for the next Session?

Mr. Morrison

I will leave that till the next Session.
