asked the Secretary of State for the Colonies what is the purpose of the reduction in the number of official members in the Kenya Executive Council; and why, if an official majority is retained in the Legislative Council, it is not retained in the Executive Council also?

Mr. Ormsby-Gore

I have approved the reduction of the Executive Council in Kenya in order to make that body more convenient in working and more useful as a means for confidential association with unofficial opinion. An Executive Council does not work by votes or divisions, and the Governor is not bound to accept the advice of a majority. I may, however, point out that, including the Governor, there will actually be a majority of officials in the Council as revised.
