31. Mr. Keeling

asked the Minister of Health whether he is aware of the large number of barges used for the conveyance of refuse down the River Thames which do not effectively prevent the refuse from being exposed to view and blown into the water; and whether he will draw the attention of the local authorities concerned to the advantages of using barges provided with wooden hatch-covers?
