asked the Secretary of State for Foreign Affairs the nature of the forthcoming visit of the Parliamentary Under-Secretary for Foreign Affairs to Finland and the Baltic States.

An invitation was received from the Finnish Government in January last by my noble Friend to visit that country as representing His Majesty's Government in the United Kingdom in order to return the visit of Field Marshal Baron Mannerheim to England last September; and my noble Friend and His Majesty's Government gladly accepted this invitation. On learning of my noble Friend's projected visit to Finland, the Estonian, Latvian, and Lithuanian Governments expressed the hope that he would be able to pay a visit to their countries on his return journey, and this my noble Friend willingly agreed to do.
