asked the Secretary of State for Dominion Affairs whether His Majesty's Government in the United Kingdom will consult with His Majesty's Governments in the Dominions with a view to establishing local Imperial recruiting offices, and so enable British subjects domiciled therein to offer themselves for enlistment in the British Navy, Army and Air Force under the same terms and conditions as apply to the recruitment of British subjects domiciled in Great Britain?

As regards the Navy, an arrangement is already in force in the Union of South Africa whereby a certain number of recruits can be entered locally. The Government are in communication with the Governments of Canada, the Commonwealth of Australia and New Zealand as to the possibility of the adoption of a similar procedure in the case of those Dominions. As regards the Royal Air Force, arrangements exist in these four Dominions for the local nomination and test of boys for entry as aircraft apprentices. I understand, however, that it is not considered practicable to set up more extensive facilities. As regards the Army, the matter is under consideration.
