36. Mr. Gallacher

asked the Secretary of State for Scotland whether he is aware that, since his visit of inspection to Buckhaven and Methil at Christmas, the nuisance created by the fumes from the burning bing in the centre of the town has become worse and that the inhabitants' health is being jeopardised thereby; and what immediate steps he proposes to take to remedy this state of affairs?

The latest information in my possession is contained in the report of a visit of inspection made in February last. According to that report, the condition of the burning bing at Buckhaven was much improved and the fires were being kept under control. I am, however, arranging for a further inspection of the bing to be made, and will communicate with the hon. Member later.

Mr. Gallacher

Is the Minister aware that the Provost and Town Council of Buckhaven are showing exemplary patience in this matter but that it has now become so unbearable that, unless immediate steps are taken by the Minister, the Provost and the council will have to take drastic action to bring the matter before the public?

Mr. Wedderburn

I believe that the reason for the delay is that the redd has to be put somewhere, and that objection has been made so far by the town council to various alternative places. I hope that it will be possible to make some improvement soon.

Mr. Kennedy

In view of the fact that this nuisance is of very long standing, may I ask whether any communication has been recently received by the Ministry from the local authorities, and whether there is any intention on the part of the Government to prevent the nuisance arising by compelling the deposit elsewhere of the rubbish which gives rise to this nuisance?

Mr. Wedderburn

I ought to say that my right hon. Friend has no responsibility in the matter, as this is not a nuisance in the terms of the Public Health Act. All that he can do is to facilitate conversations between those who are concerned.

Mr. Gallacher

Is the Minister not aware that the continuance of this nuisance is bringing it towards the town, and that in a matter of a year or two, the lower part of the town will be a buried city?
