asked the Secretary of State for the Colonies in which of the African Crown Colonies and Protectorates the system of passes obtains under which the movements of Africans are controlled; and what are the latest records of annual convictions for breaches of pass laws in each case?

I presume that the hon. Member is not referring to documents required by persons proceeding outside a particular Dependency. Pass systems affecting the movements of Africans within a Dependency exist in Kenya and certain of the townships in Northern Rhodesia and Nyasaland. In the Lupa controlled area of Tanganyika where gold mining is in operation all persons not in possession of a passport are required to have certificates of identity. In Kenya in 1935 the number of convictions of all kinds recorded under the Native Registration Ordinance and the Native Passes Ordinance was about 6,000, about one quarter of which were dealt with by means of a caution. No records are available of convictions in other Dependencies.
