asked the Home Secretary whether it is the practice of his department in granting facilities or giving any necessary permits, for foreign manufacturers to come to this country to make it, in any circumstances, a condition that the factory shall be located in a particular part of the country?

Where a foreign visitor applies for permission to remain in the country for the purpose of engaging in manufacture, the location of his business is one of a great variety of factors which is taken into consideration. In suitable cases the applicant or his representative is personally seen and the question of location is dealt with in accordance with the intention of the Resolutions passed last year by the House on 12th March and 18th November.
