§ 1. Mr. Prittasked the Under-Secretary of State for India whether he is aware that Ranjit Dutta Gupta and Subodh Kumar Dutta Gupta were arrested in Bengal last November; that they were kept in custody without any charge being framed against them for some two months, although they were brought from time to time before the chief residency magistrate, and that they were then released on bail by order of the High Court against the opposition of the prosecution; and whether he will take steps to procure the abolition of the practice of detaining arrested persons for indefinite periods without making any charge against them?
