asked the Prime Minister whether, in view of the uncertainty which exists as to the future prosperity of the nation, he will consider setting up a Royal Commission to inquire into the part which home agriculture should play in the economic structure of this country and of the Empire?

The Prime Minister

The subject referred to in the last part of the question is constantly under the consideration of the Government in connection with major questions of agricultural policy and of overseas trade, and I do not think that there would be any advantage in instituting a special inquiry such as my hon. and gallant Friend suggests.

Is my right hon. Friend aware that in every section of agriculture the farmers are unable to see in the present policy of the Government any connected plan, and will be consider taking some steps which will give to our agriculturists an opportunity of framing a definite proposal based on good farming?

Is my right hon. Friend aware that those engaged in agriculture are most anxious to know what part they are expected to play in the defence of their country in time of war, and will he announce what steps are being taken?

Will my right hon. Friend also remember that the farmer, unless a statement is made soon, will not be able to put in the seed this year to give the desired crops?

47. Lieut.-Colonel Heneage

asked the Prime Minister whether the Admiralty and the Air Ministry have guaranteed the safe transportation of foodstuffs in time of war; and whether, in addition to this guarantee or otherwise, the Government will assure the House that it is necessary to increase home production as part of the Defence policy during time of peace?

In reply to the first part of the question, I have nothing to add to the remarks of my right hon. Friend the Minister for the Co-ordination of Defence in his statement on i8th February. The Government are considering every aspect of food supply in time of war, including home production, in relation to Defence, but I am unable at present to make a statement on the subject.
