Mr. Viantasked the President of the Board of Education whether he is aware that a circular issued by his Establishment Department inviting applications for transfer to the Air Ministry admittedly suppressed essential information with the intention of discouraging applications; that there is no prospect of promotion for a large proportion of the members of each of the clerical grades of the Board's staff; and whether he will give instructions that the transfer of any officer willing to transfer to another department shall be facilitated?
