asked the President of the Board of Trade whether, in view of the requirements of raw materials by manufacturers in connection with the Government's rearmament programme, he will take steps to prevent persons, whose business is not connected with the commodities and metals concerned, from dealing in forward contracts by way of speculation which enhanced their cost unjustifiably?

I have consulted my right hon. Friend the Minister for the Co-ordination of Defence and as at present advised we do not think that the action suggested is necessary or desirable.
