asked the First Lord of the Admiralty, whether as he is con- sidering an increase in the number of cadets (E) and midshipmen (E) promoted from artificer apprentices, he will inform the artificers' training establishment that the limit not exceeding two a year no longer applies and arrange for this statement to be deleted from the Regulations for the Entry and Training of Artificer Apprentices in His Majesty's Navy?

As my right hon. Friend stated in reply to the hon. Member's question of 22nd February, the possibility of increasing the number of cadets (E) taken from the mechanical training establishments is under consideration. Until a decision has been reached, it would clearly be premature to make any such communication as the hon. Member now suggests.

Is not this in the hands of the Board of Admiralty, and cannot the Board do something to stimulate promotion from the lower deck?

We are looking into it, and I hope that it will not be long before we make known our proposals.
