Lord StanleyI am aware that the London Division of the Royal Naval Volunteer Reserve is now fully up to strength. In addition, the division has already been allowed to overbear both officers and men on account of slight shortages in some other divisions. The hon. Member will appreciate that the necessity for attendance at drills makes it impossible for men to join divisions out of reach of their homes.
