asked the Secretary of State for Foreign Affairs whether he will consider the advisability of making a declaration of policy to the effect that British armaments not only may but will be used in bringing help to the victims of aggression, in accordance with our obligations under the Covenant of the League of Nations?

Mr. Eden

As the hon. Member will be aware, I dealt fully with this subject in the course of yesterday's Debate, and I cannot add to what I said then.

Mr. Mander

I take it that the right hon. Gentleman is definitely not prepared to substitute the word "will" for the word "may"?

Mr. Eden

I would refer the hon. Member to what I said in yesterday's Debate.

Do not the terms of the question on the Paper seem to indicate that the hon. Member has not read the text of the Covenant of the League?
