§ Lieut.-Colonel ColvilleAs stated in the Memorandum on the Resolution (Command Paper No. 5368), the sums to be isued from the Consolidated Fund will be appropriated in aid of those Defence Votes which will bear the major part of the exceptional expenditure envisaged in the programme: they will not, however, be specifically allocated to particular works in the manner my hon. and gallant Friend suggests.
