asked the President of the Board of Trade whether he will consult a recognised expert international lawyer with reference to the St. Germaineen-Laye and Congo Basin treaties as to what steps might be taken under those treaties to impose quotas on the areas concerned?

Before reaching the conclusion that these treaties could not be terminated or modified except with the consent of all the parties concerned, and that the application of any quota system for regulating imports into the territories covered by the treaties could not be reconciled with them, His Majesty's Government obtained the advice of the Law Officers of the Crown.
