asked the Secretary of State for War whether he will consider the advisability of revising the conditions of service in the new Defence Companies for freeing the Regular and Territorial Armies and giving incentive to recruitment in the Defence Companies by giving them something further to do and a definite place to do it in before awaiting the launching of any attack on this country?

My right hon. Friend will bear the suggestion in mind, but regrets that he can hold out no prospect of its early adoption, as all available funds are at present required for the training and equipment of Regular and first-line Territorial Army units.
