61. Mr. Liddall

asked the Chancellor of the Exchequer whether, in accordance with the policy of His Majesty's Government to stimulate a revival of international trade and before he relaxes prohibition of foreign issues, he will notify the London commission, flotation, and underwriting firms that the foreign borrowers who have, in the past, defaulted on paper securities sold to the British public by the flotation houses, will be excluded from the relaxation; and, alternatively, will he ask them whether they will guarantee the full service of the foreign issues they desire to sell to the investor as securities?

I do not contemplate any change of policy in regard to foreign issues. The remainder of the question does not, therefore, arise.
