asked the Secretary of State for Foreign Affais whether he has any further statement to make in regard to the recent attempts of Mr. Hervey and Mr. Lonsdale to buy arms in Finland?

Yes, Sir. I understand that the Marquess of Donegall has stated that he went to Finland in his professional capacity as a journalist to investigate the arms-dealing activities or potential activities of Mr. Hervey and Mr. Lonsdale, and that it was in that capacity that he was present at certain conferences which took place between these two gentlemen and Finnish officials. I naturally accept this statement. I would, however, point out that it is scarcely surprising that it should not originally have been apparent that such was the Noble Lord's position, in view of the circumstances attending his visit to Finland and his calls at His Majesty's Legation, in the company of Mr. Hervey and Mr. Lonsdale.
